Fair Housing 101: Understanding Your Rights and Responsibilities

Presenter: Margaret Moore Jackson
Professor of Law & Kenneth and Frances Swenson Professor, UND School of Law
 
This introductory session provides an overview of the Fair Housing Act and key protections under federal law. Participants will learn about protected classes, common forms of housing discrimination, and the role of fair housing enforcement in ensuring equal access to housing. The session will also explore how individuals and housing providers can identify potential discrimination and respond appropriately.

Fair Housing Protections for Persons with Disabilities

Presenter: Nicki Green, Associate Director, High Plains Fair Housing Center
 
This session will examine fair housing protections for persons with disabilities, including reasonable accommodations, reasonable modifications, and accessibility requirements. Participants will gain practical guidance on how to respond to accommodation requests and ensure housing policies align with fair housing obligations.

Fair housing compliance extends beyond avoiding violations. This session explores how housing providers can proactively promote fair housing through policies, procedures, and everyday decision-making. Participants will discuss common operational challenges and learn practical strategies to reduce risk, strengthen compliance, and create more inclusive housing practices.

Federal and State Resources in North Dakota

Presenters:
Commissioner Zach Greenberg, ND Department of Labor and Human Rights
Dedra Carey, State Director, North Dakota Field Office, U.S. Department of Housing and Urban Development Office of Field and Policy Management

This session will provide an overview of both agencies’ roles in North Dakota in enforcing fair housing laws and protecting civil rights. The session will highlight how the NDDLHR investigates discrimination complaints, conducts outreach and education, and works to ensure compliance.

This session will also show how HUD plays a central role in supporting communities by expanding access to safe, affordable housing and enforcing federal civil rights protections. HUD offers guidance, data, and technical assistance to housing providers, local governments, and nonprofits—helping communities address housing shortages, reduce homelessness, promote homeownership and create more inclusive, stable living environments.

Trends in Frauds and Scams including Housing Scams

 
Presenter: Josh Askvig, State Director, AARP North Dakota
 
Housing scams are increasingly affecting renters, homebuyers, and housing providers. This session will highlight common scam tactics, including rental scams and fraudulent housing offers, and provide guidance on how individuals and professionals can identify warning signs and prevent fraud.

Evictions & Habitability Concerns in Rental Housing

 
Presenter: Jen Lee, Executive Director, Legal Services of North Dakota
 
This session will explore legal and practical issues related to evictions and housing habitability. Participants will learn about tenant rights, landlord responsibilities, and how housing conditions can impact housing stability. The session will also address how fair housing considerations may intersect with eviction and housing quality concerns.
