High Plains Fair Housing Center is dedicated to promoting equal housing, lending, and insurance opportunities through leadership, education, outreach, public policy initiatives, community development, advocacy, and enforcement. Founded in 2013, High Plains is the only organization dedicated solely to the eradication of housing discrimination in North Dakota and South Dakota.
Position Summary
The Eviction Prevention and Fair Housing Education Specialist will design and lead outreach efforts to educate tenants on their rights, assist them in navigating the eviction process, and provide fair housing education. This position will not provide legal advice but will collaborate with stakeholders to enhance prevention strategies, develop self-help resources, and offer referrals to stabilize housing.
Educational Requirements
Bachelor’s degree preferred; relevant experience and demonstrated success may fulfill this requirement.
Extensive training on the Fair Housing Act will be provided.
Experience Requirements
Passionate commitment to civil rights and ending discrimination.
Knowledge or experience with the eviction process, particularly in North Dakota (or willingness to learn).
Experience working effectively and respectfully with individuals from diverse backgrounds.
Strong verbal and written communication skills; public speaking and training facilitation experience.
Ability to work independently and support team efforts.
Proven project management skills with the ability to prioritize, multitask, and meet deadlines.
Willingness to travel and work evenings, weekends, and overnight as required.
Valid Driver’s License and ability to pass a criminal background check.
Essential Duties and Responsibilities
Assist tenants in understanding and navigating the eviction court process.
Conduct tenant education and outreach, including fair housing clinics.
Develop and distribute legal self-help resources; launch media campaigns targeting marginalized communities.
Partner with stakeholders to enhance eviction prevention strategies, including developing eviction diversion programs.
Educate tenants on their rights and refer cases of discrimination to High Plains Fair Housing for investigation.
Provide referrals to services that help secure alternative housing or accommodations.
Offer stabilizing referrals or services to prevent or mitigate evictions.
Maintain federal grant reporting for assigned grants.
Conduct community-based education and outreach for target areas or constituencies.
Develop and deliver fair housing workshops and trainings.
Assist with media relations, news releases, and feature articles.
Stay informed of housing laws, regulations, court cases, and research.
Maintain efficient filing systems and ensure accurate client and training records.
Participate in professional development training.
Other Qualifications
Knowledge of the eviction process, tenant laws, and housing rights in North Dakota preferred.
Availability for weekend and evening work.
Bilingual abilities are useful but not required.
Exceptional time management, organizational skills, and attention to detail.
Proficiency in Microsoft Office, Zoom, Eventbrite, and social media platforms.
Willingness to learn graphic design tools for outreach materials.
Work Location
This is a hybrid position with some in-office work; fully remote options are available for the right candidate in North Dakota. Occasional overnight travel within the state may be required.
Compensation
Salary range: $42,000–$47,000, negotiated based on experience and qualifications. Benefits include a 403b plan and health insurance stipend.

The Fair Housing Specialist – Testing and Intake Coordinator will work with High Plains’ enforcement and investigations team to develop innovative testing methodologies, investigate housing discrimination, and support clients experiencing housing discrimination.
What is fair housing testing?
Testing is an investigative tool designed to uncover illegal housing discrimination through simulated housing transactions. This legitimate method helps identify and address differential treatment based on protected classes.
Responsibilities
Maintain detailed case records and prepare summaries of findings and statistical data.
Conduct intake and analyze discrimination complaints.
Participate in discrimination complaints and lawsuits.
Support city, state, and federal grant reporting.
Conduct community outreach to provide fair housing rights information and recruit testers.
Train testers and coordinate testing schedules.
Enhance responses to discrimination complaints.
Additional Responsibilities
Conduct community-based education and outreach for target areas or constituencies.
Share in organizational development and administrative tasks.
Assist in data analysis for investigations (training provided).
Work independently and collaboratively to further High Plains’ mission.
Engage with individuals from diverse backgrounds with respect and sensitivity.
Provide effective facilitation and training for varied audiences.
Qualifications
Experience in community organizing, volunteer coordination, or housing advocacy preferred but not required.
Organized, detail-oriented, and passionate about ending discrimination.
Outstanding project management skills with the ability to prioritize tasks and meet deadlines.
Proficient in Microsoft Office, internet research, and standard software.
Bachelor’s degree or working toward a degree.
Availability to work evenings and weekends; travel within North and South Dakota required.
Driver’s License and reliable transportation.

Must pass a criminal background check.
This is a two-year grant-funded position with the possibility of extension.
Work Location
This is a hybrid position with some in-office requirements in Grand Forks; fully remote options are available for candidates based in North or South Dakota.
Compensation
Salary range: $40,000–$45,000, negotiable based on experience. Benefits include a 403b plan and health insurance stipend.

FAIR HOUSING TESTER
PAID TESTER POSITIONS-BE A CIVIL RIGHTS ADVOCATE You can make a difference in your community! High Plains Fair Housing Center is recruiting testers to help identify housing discrimination. Testers pose as potential renters or buyers of apartments or homes. They document their experiences, which can then be compared with the experiences of other people searching for housing, to determine if discrimination is occurring. The Supreme Court has long recognized the importance of testing in fighting housing discrimination. Help promote fair housing in North Dakota. We need testers of all genders, races, religions, national origins, abilities, and sexual orientations. Attend the training to learn more. Your involvement can make a big difference.
